The Under Secretary of State for Foreign Affaire

presents his compliments to the Under Secretary of

State for the Colonies and transmits to him herewith,

by direction of Secretary Sir E. Grey, a proof of the

"Instructions to the British Delegates to the

International Opium Conference" which it is proposed

to lay before Parliament.

Sir A. Nicolson is to enquire whether Mr.

Secretary Harcourt has any observations to make in

regard to the publication of this paler. He is to

draw attention to the footnote on page 3.
